Description/Qualifications

General Description:


The Human Resources Director at Options Counseling and Family Services leads the Human Resources Department in providing comprehensive HR services, staff relations, and training and development for a team of approximately 200 employees across 13 offices. This role combines strategic planning and day-to-day HR operations, ensuring effective HR support and consultation to all staff. As part of the leadership team, the Human Resources Director contributes to the agency’s goals, promoting a positive work culture and advancing justice, equity, diversity, and inclusion initiatives. Hybrid remote work is available following an onboarding period, with regular in-person office hours required.


 


The Human Resources Director will work from the administrative office in Eugene or remotely. If working remotely, they will need to live within 30 miles of the Eugene, Salem, or Portland office. Occasional travel and work from various Options locations will be required. Options can provide computer hardware, computer software, cell phone, and other applicable equipment as deemed necessary. The employee will need to have a strong Internet connection and a suitable office space that can be closed off to outside noise and people.


 


Qualifications:




  • Education: Bachelor’s degree in human resource management, Business Administration, Communications, or a related field; equivalent experience may substitute. SHRM or HRCI certification is highly desirable.




  • Experience: Minimum of five years in human resources, including at least two years of supervisory experience.

Key Knowledge Areas:




  • Employment Laws and Regulations: Familiarity with Equal Employment Opportunity, Affirmative Action, ADA, FLSA, Family Medical Leave Acts, ERISA, COBRA, and the Oregon Equal Pay Act.




  • HR Policies and Procedures: Knowledge of best practices in Human Resource Management and Benefits Administration.




  • Technology Proficiency: Proficiency in Microsoft Office Suite, including Word and Excel, and experience with HRIS and payroll systems.




 


Essential Duties and Responsibilities:




  • Leadership and Compliance:




    • Actively participates in agency planning and leadership, particularly concerning human resources initiatives that support agency goals and mission.




    • Ensures agency compliance with relevant employment laws and regulations.






  • Supervision and Team Management:




    • Leads the HR team, providing guidance and supervision to ensure effective HR operations.




    • Coordinates with Finance to ensure accurate, timely payroll processing.






  • Compensation and Benefits Administration:




    • Develops and oversees compensation structure, ensuring compliance with pay equity laws.




    • Manages the annual benefits bid process, ensures compliance with benefits-related policies, and advocates for employees in resolving benefits-related issues.






  • Training and Policy Communication:




    • Leads training on employment policies, benefits, and inclusive practices, fostering a positive, supportive work environment.






  • Employee Relations:




    • Provides support and technical advice to supervisors on employee matters, including hiring, progressive discipline, and termination processes.




    • Conducts exit interviews and participates in employment-related meetings as needed.




    • Investigates complaints, grievances, and provides guidance on resolutions to the CEO.






  • Recruitment and Onboarding:




    • Manages recruitment, application, and onboarding processes, ensuring a smooth experience for new hires.




    • Administers new employee benefits orientation.






  • Policy and Documentation Management:




    • Maintains up-to-date HR policies, including the Employee Handbook and supervisor manuals, and ensures clear documentation across the organization.






  • Regulatory Reporting and Audit Preparation:




    • Files annual Equal Employment Opportunity reports and serves as the point of contact for audits, ensuring compliance with Medicaid contract requirements.






  • Affirmative Action:




    • Acts as the Affirmative Action Officer, providing technical support, developing annual reports, and monitoring goals.
