Central Florida’s Behavioral Health Network, Inc. (CFBHN) is one of the leading behavioral health managing entities in the state of Florida, covering 14 counties.  Contracted with the Department of Children and Family, we provide oversite to providers in central Florida who serve in the mental health and substance abuse field in all types of settings, including school and community settings.  We have been in business for more than 25 years, are well respected in the field, and are located in a convenient location near Brandon just off the Selman Expressway, not far from downtown!


 


In this role, The Human Resource Business Partner will be responsible for performing all functions related to HR.  We are looking for someone with a Bachelor’s degree, at least five years experience in human resources functions, a working knowledge of multiple human resources disciplines, including compensation practices, employee relations, benefits process, diversity, payroll, coaching and discipline, terminations, performance management and federal and state employment laws.  The ideal candidate will have their SHRM-CP/SCP, or PHR/SPHR certification.

Responsibilities:



  • Coordinate and manage all human resources functions including pre-employment, benefits, recruiting, interviewing, hiring, orientation, training, employee relations and services in support of organization objectives.

  • Maintain comprehensive employee records; prepare for and participate in funder and external audits.

  • Coordinate recruitment process to ensure staffing plan is efficiently executed, following affirmative action guidelines.

  • Assure accurate and timely payroll processing, including associated payments and reporting.

  • Reconcile health insurance invoices to employee records.

  • Perform job analyses and conduct compensation analyses as needed.

  • Participate in the development and implementation of new HR policies and practices, including writing HR policies and procedures and the Employee Handbook

  • Lead, mentor, train, evaluate and develop staff to effectively perform required duties related to functional responsibilities, as well as meet corporate goals and objectives; recruit and hire qualified staff as required.

  • Ensure job descriptions are up-to-date and compliant with all local, state, and federal regulations.

  • Develop training materials and performance management tools to help ensure employees understand their job responsibilities, provide guidance and feedback.Manage and resolve employee relations issues.

  • Conduct effective, thorough, and objective investigations.

  • Support the development and implementation of HR initiatives and systems.

  • Coordinate employee separation process, including conducting exit interviews.

  • Manage the FMLA and leave of absence process.

  • Process Department of Economic Opportunity (DEO) unemployment benefit claims. Respond to Department of Labor (DOL), Bureau of Labor Statistics (BLS), DEO, and other government agencies’ requests relating to personnel and complete mandatory reports and questionnaires, including Occupational Employment Reports, Annual Refiling Surveys, and DEO Reemployment Assistance Program Claims and Benefits.

  • Manage Annual Employee Performance Evaluation process and related documentation.

  • Emergency Preparedness – Perform duties as assigned, which may include deployment during a disaster.

  • Perform other related duties as assigned.


 


 

Qualifications

Qualifications:



  • Bachelor’s degree or equivalent work experience

  • A minimum of five years of experience in human resources

  • Working knowledge of multiple human resources disciplines, including compensation practices (including payroll), employee relations, benefits (including open enrollment), diversity, performance management, coaching and discipline, terminations, training, and federal and state employment laws.

  • SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), SPHR or PHR credentials are preferred.

  • Excellent verbal and written communication skills.

  • Excellent interpersonal and customer service skills.

  • Strong analytical and problem-solving skills.

  • Working knowledge of Paycom system is a plus.

  • Experience working in not-for-profit behavioral health business is preferred.

  • Ability to manage multiple tasks and prioritize to meet deadlines.

  • Knowledge of Microsoft Office suite as applicable to the position.

  • Ability to travel as required by the position.
