Overview






As a Financial Analyst, you will support services to the Naval Systems Engineering Directorate (SEA 05) for ships, ships systems, weapon systems, and sensors in the Technology Development and Transition (TD&T) area. You shall provide support for technology development and transition into Programs of Record (PoRs), from Science and Technology (S&T) research through Technology Development.

**This position is based out of the DC area. Hybrid schedule with 3 days at the Washington Navy Yard. 









Responsibilities






  • Provide business and financial management support to prepare, monitor, and track budgets for various R&D programs and portfolios
  • Provide support and recommendations regarding the Planning, Programming, Budgeting, and Execution (PPBE) process
  • Support the financial planning and justification for the Program Objective Memorandum (POM) process
  • Provide support in response to budget planning and submittals, POM papers, Obligation Phasing Plans (OPP), preparing Planning sheets, and assist in providing responses to proposed budget marks
  • Possess an advanced knowledge of the PBIS system and use the system throughout the PPBE cycle
  • Support the planning and tracking of obligations and expenditures to achieve successful financial performance of programs
  • Possess expert knowledge of the Navy Enterprise Resource Planning (ERP) system
  • Prepare funding documents using ERP, obtain copies of obligating documents and invoices for reconciliation, monitor and report obligations and expenditures to ensure programs are achieving financial benchmarks on a monthly basis, and identify risks and issues to the program manager to ensure timely corrective action
  • Conduct financial analyses and develop recommendations to support the program manager’s ability to manage the cost, schedule, and performance of assigned programs successfully








Qualifications






  • Bachelors degree in Business, Accounting, etc.
  • 5-15 years of relevant experience
  • Possess expert knowledge of the Navy Enterprise Resource Planning (ERP) system
  • Possess advanced knowledge of the PBIS system 
  • DoD Secret Clearance
