Job Description




The Transportation Department – Street Maintenance Division provides services and oversight for streets, sidewalks, right of way operations, infrastructure inspections & services, stormwater maintenance, asphalt & concrete maintenance, special operations, downtown operations, snow and ice removal, storm cleanup and other function areas as assigned.

The Systems & Data Analyst will collect, analyze, and interpret business process information from Transportation Street Maintenance units to advance the programs and initiatives of the division. The individual in this role identifies the scope and impact of business problems; document process workflow; write project documents that include defining strategy, resources and timeframes; facilitate team meetings; identify problems and determine strategic solutions, either technological, business process or staffing related; and facilitate implementation of business and/or technology solutions including acceptance testing process; and extract business data from systems and prepare reports and presentations.

This position will manage the City’s inventory of street and sidewalk assets and will assist in the development of asset management strategies for preserving, updating, analyzing, and cataloging these assets for work plan development and ongoing process improvement. Ideal candidates should have advanced knowledge of the principles and practices of GIS, data management and project reporting. Candidates should be detail oriented and experience developing formalized workflow processes to manage infrastructure assets is preferred. Strong applicants will be familiar with asset-based data systems such as Cityworks, ArcGIS, and Agile Assets or other similar technical software along with data visualization tools such as PowerBi.

Duties and Responsibilities

  • Provides analysis and technical support in reviewing and maintaining assigned system applications and/or business processes; reviews and analyzes trends; recommends best practices to enhance productivity and streamline business processes
  • Identifies, assesses, and documents business processes and requirements in collaboration with staff, management and stakeholders; prioritizes user requests; serves as a liaison and assists in planning and facilitating the improvement of operational processes and/or the design and implementation of system applications and technology solutions
  • Performs quality assurance testing of new or revised business processes or technology solutions; identifies, analyzes, troubleshoots, and documents issues or deficiencies; provides recommendations for improvements and issue resolution
  • Reviews and maintains assigned processes and applications; enters, updates, and maintains data, system tables, account information, operational reference materials, budget/purchasing information, and/or other related documentation
  • Supervises lower-level GIS Specialist who provides support for Asset Management Program
  • Creates and maintains reports, charts, process/procedural documentation, correspondence and presentation materials
  • Provides training in support of assigned applications and processes; develops training materials to assist users in operational performance and enhanced productivity

Typical Qualifications

Education and Experience:
Bachelor's Degree in information technology or related field and one year of business systems analysis experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions
Work is routinely performed in an indoor, office environment.
