The Financial Analyst will be on a dynamic team, supporting the Team Submarine (TSUB) In-service Program Office.  Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.

 

Team Submarine’s Submarine In-service Program Offices are responsible for the real time support of operational submarines keeping them at sea in support of national tasking, modernization of submarine equipment, financial and budget management, planning of submarine availabilities, shipyard support of submarines in availabilities, logistical support, quality assurance (SUBSAFE), and submarine certifications.

 

The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

 

In this role, you will:

  • Provide daily support to the Financial Management team.
  • Provide daily support to submarine modernization, maintenance planning and shipyard support.
  • Work directly with TSUB team members on project scope and specifications.
  • Provide financial analyst services including data gathering, budget and financial analysis, and trend analysis for contracts and products.
  • Be responsible for various financial functions such as budgeting, auditing, forecasting, and analysis.
  • Collect and review financial data from various sources.
  • Create, maintain, and update financial databases and spreadsheets, and generate various financial reports as required. Maintain appropriate records and documentation.
  • Provide financial models and financial statements, apply forecasting techniques, and evaluate performance against budget submissions.
  • Coordinate with Branch Head and field activities to establish funding priorities.
  • Reconcile spend plans according to Resource Management Plan and weekly status reports.
  • Compile and submit Task Assignment Sheets to initiate financial transactions.
  • Provide biweekly metrics reports to Business Financial Manager.
  • Track and reconcile funds obligation and expenditure status.
  • Assist Financial Analysts in resolving accounting discrepancies.
  • Respond to financial data calls.
  • Provide draft input for Congressional budget exhibits.
  • Coordinate with the field activities to establish timely receipt of reimbursable funds.
  • Review and develop analytical and technical input needed in order to evaluate documentation and development of briefs to ensure accurate, timely and essential information is provided to decision makers.
  • Prepare briefs for audiences up to and including the Flag level.
  • Participate in meetings and specified Program Integrated Product Teams (IPTs).
  • Set high personal standards for performance/conduct.
  • Demonstrate ability to be a team player, work well with others, and contribute positively to work/team environment.








Qualifications






To be successful in this role, you will have:

  • A DoD Secret clearance.
  • US Citizenship
  • A Bachelor’s degree preferably in accounting, business, finance, or related field.
  • 2 years of experience.
  • MS Microsoft skills are essential, especially Excel and PowerPoint.
  • You must have the ability to work in both a team environment and independently, and often under short, multiple deadlines.
  • The ability to travel at least 10% of the time.

Additional desired experience and skills:

  • Work experience in the Navy and specifically within Team Submarine or submarines in general.
  • Work experience within DoD, the Armed Services.
  • Knowledge of the Navy’s Planning, Programming, Budgeting, and Execution processes and policies.
  • Knowledge of other DoN financial automated and budgeting systems to perform financial execution functions.
  • Knowledge of DoD policies, NAVSEASYSCOM/Team Submarine policies and procedures.
  • One year of past experience supporting a DoD customer is desired. Must be familiar with rules governing the different Navy Appropriations, with specific knowledge of O&M,N accounts a desired bonus.
  • Experience in:
    • Budget Automation and Process Improvement
    • Cost Analysis
    • Data Management and Analysis
    • Navy Enterprise Resource Planning (ERP)
    • Computer Optimized Batch Reconciliation application (COBRA)
    • Program Budget Information System (PBIS)
