UCAR is excited to announce the job opening for Assistant Director for Human Resources (HR) Operations.

This position will drive the development, improvement, and maintenance of the HR operations function as well as be responsible for the overall HR project management. In working collaboratively with organizational leaders and staff, this role will enable success for the HR team in competently delivering the necessary services and support to further UCAR’s mission of “advancing research and training in Earth system science.”

What You Will Do

Here is a brief summary of what one would expect to be generally responsible for in this role.

HR Service Delivery and Project Management

  • Responsible for HR service delivery, as well as driving continuous process improvement, to provide efficient, effective, and compliant HR services strategy.  

  • Responsible for developing implementing, and maintaining HR Case and Project management, including intake process and building capabilities for HR to manage projects.  Develop an initiative dashboard to display the status of each effort.  

HR Technology

  • Develop and implement an HR technology strategy.  Deliver reliable workforce data with corresponding reporting and analytics.  Analyze data and metrics to measure the effectiveness of HR programs and services.  

HR Strategic Planning and Budgeting

  • Responsible for the development and management of budget and resources to support HR services and programs, including analysis of total HR spend.

  • Develop, monitor, and maintain an annual HR planning calendar, roadmap, and change management plan, partnering with the internal communications team to ensure the right communication channels and platforms are used to ensure alignment between the organization’s objectives and messaging for all initiatives.  

HR Operations Team Leader

  • Lead the HR Operations Team and act as a Unit Supervisor, developing section goals, project plans, and work assignments for staff.

Education and Experience

REQUIRED

  • Bachelor's degree from an accredited college or university in HR Management, Psychology, Business Administration, or other relevant field. 

  • At least (8) years of progressively responsible experience in a professional capacity in HR administration and/or management, with experience in HR process improvement HR information systems, HR metrics, data analytics, change management, project management, and resource allocation.  A master’s or doctorate degree may be counted toward years of experience.

DESIRED (BUT NOT REQUIRED)

  • Project Management Professional (PMP) Certification, Certified Change Management Professional (CCMP) Certificate, and Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification.

Knowledge, Skill, Abilities (KSA’s)

  • Track record of identifying, designing, and implementing business improvement processes and technology to increase the quality and efficiency of HR programs.

  • Demonstrated skill in leading others effectively and in establishing and maintaining effective working relationships.

  • Ability to think strategically, and to manage and operate at both a strategic and a hands-on level as needed.

  • Effective collaboration with others, and the ability to prioritize competing needs, and consider competing viewpoints.

  • Strong interpersonal skills, ability to motivate a team, and a track record of successful team leadership and change management.

  • Excellent written and oral communication skills; strong facilitation skills; ability to communicate effectively at all levels of the organization.

  • Negotiation skills and the ability to communicate with leaders at all levels of the organization.

  • HR best practices and external benchmarking.

  • HRIS Systems, with preferred knowledge of the Workday platform.

  • HR portfolio and project management tools and processes.

  • Problem/situation analysis.

  • Flexibility and adaptability.

  • Attention to detail and accuracy.

  • Prioritize competing requests and working independently in a fast-paced environment. 

  • Advanced level in MS Office and Google Suite.

  • Compile, research, analyze, and interpret data.

  • Maintain confidentiality of personnel data.

  • Translate organizational imperatives into a cohesive strategy.

  • Multitasking and competently managing competing priorities.
